ORDER : T. VINOD KUMAR, J. 1. This Writ Petition is filed by the petitioners claiming themselves to be the parents of Smt.L.Pravalika, who is stated to have married one L.Venkata Chalapati Rao against their wishes and living with him; and that her husband – Sri L.Venkata Chalapati Rao is not providing their daughter necessary medical treatment and is not allowing her daughter to come out of the house by locking the premises whenever he is going out. 2. The petitioners by the present Writ Petition further claim that their daughter’s husband – Sri L.Venkata Chalapati Rao is suffering from psychopathic problem and as such their daughter should be saved from the hands of her husband and allow them to provide necessary medical treatment to their daughter. 3. On the petitioners approaching this Court with the aforesaid prayer, this Court by taking note of the claim made by the petitioners, by order dt. 25.04.2025 directed the Secretary, High Court Legal Services Committee (HCLSC), to visit the house of L.Pravallika, who is stated to be residing at ‘Padmavathi Pride, Plot No.418, Mathrusree Nagar, Hafeezpet, Miyapur, Hyderabad, and record her statement on the aspect of whether she is being confined to her house and not being allowed to come out of house by her husband and also not being provided with medical treatment by her husband as alleged by the petitioners and to submit her report to this Court by 28.04.2025. 4. On 28.04.2025, the Secretary had submitted her report in relation to her visit to the house and the interaction she had with L.Pravallika and her husband Sri L.Venkata Chalapati Rao on 26.04.2025. 5. By the report submitted by the Secretary, HCLSC, it has been stated that L.Pravallika had denied the claim of petitioners of she being confined to her house by her husband; and that she intends to live with her husband - Sri L.Venkata Chalapathi Rao only and they are apprehending threat to their life from 1 st petitioner. 6. The Secretary, HCLSC, by her report further stated that Smt.L.Pravallika is in advance stage of pregnancy, suffering from severe varicose veins problem and appears to be very weak, anemic and lien. By the report, it is stated that even the child who is stated to be two years old appears to be weak and lean and suffering from malnutrition. 7. This Court, taking note of the aforesaid report submitted by the Secretary, HCLSC, had directed that L.Pravallika and her two year old child – Ayaan Kasyap be admitted into Gandhi Hospital for being provided with necessary medical care, including the status of the fetus and directed the matter to be listed on 02.05.2025 for informing the progress of their health condition. 8. Pursuant to the order of this Court, it has been stated that L.Pravallika and her two year old child were admitted into Gandhi Hospital on 30.04.2025 at 8.05 pm Smt.L.Pravallika was admitted in the department of Obstetrics and Gynaecology, while the child – Master Ayaan Kasyap aged two years was admitted under pediatric care. 9. On 02.05.2025, Dr.Deepthi, Assistant Professor, Department of Obstetrics and Gynaecology, along with Dr.V.Ajay Mohan, Professor of Pediatrics, Gandhi Hospital, Secunderabad, appeared before this Court and gave statement as to the health condition of L.Pravallika as well as the child – Ayaan Kasyap. 10. This Court, by taking note of the statement made by the concerned Doctors, who appeared before this Court as noted above, directed the Superintendent, Gandhi Hospital (who was suo motu impleaded as respondent No.4 in the Writ Petition), to continue to provide necessary treatment to L.Pravallika wife of L.Venkata Chalapati Rao as well as their 2 year old child – Ayaan Kasyap. This Court directed the hospital authorities to place before this Court the report of both the in-patients with a further direction not to discharge both the patients without the orders of this Court. 11. Pursuant to the aforesaid direction, learned Government Pleaders for Woman Development and Child Welfare and Medical and Health submit that the in-patients are being provided with treatment. 12. On 10.06.2025, Dr.Deepthi, Dr.V.Ajay Mohan and Dr.P.Venkateshwarlu appeared before this Court and submitted that L.Pravallika, who, at the time of admission into Gandhi Hospital was at the advanced stage of pregnancy, had delivered a female child on 01.06.2025 at 3.13 pm. 12. On 10.06.2025, Dr.Deepthi, Dr.V.Ajay Mohan and Dr.P.Venkateshwarlu appeared before this Court and submitted that L.Pravallika, who, at the time of admission into Gandhi Hospital was at the advanced stage of pregnancy, had delivered a female child on 01.06.2025 at 3.13 pm. The Doctors further informed this Court that though the new born child was weighing 1.75 kg. at the time of birth, after providing necessary treatment, and also after giving injections, IV fluids, calcium supplementation etc., the health condition of the new born baby is hemodynamically stable and also good acceptance of direct breast feeds from mother and nutritional supplements. 13. The Doctors, who appeared before this Court, have also informed that both the mother and the two year old child, viz., L.Pravallika and Ayaan Kasyap, along with the new born baby can be discharged with advice for follow up. 14. On the aforesaid statement being made to this Court, this Court had directed the Doctors to submit a report to the above effect, pursuant to which, learned Government Pleader had placed before this Court a communication addressed to the Superintendent, Gandhi Hospital, Secunderabad, dt. 11.06.2025. 15. The said communication addressed by the Doctors to the Superintendent, Gandhi Hospital, Secunderabad, dt. 11.06.2025, as placed before this Court is taken on record. 16. In view of the aforesaid report as placed before this Court by the learned Government Pleaders appearing on behalf of Medical and Health as well as Woman Development and Child Welfare, this Court is of the view that L.Pravallika and her two year old child – Ayaan Kasyap who were admitted into Gandhi Hospital on 30.04.2025 pursuant to the order of this Court can be directed to be discharged from the Gandhi Hospital along with her new born female child on 01.06.2025. 17. Since, L.Pravallika and her husband apprehend a threat from the petitioners, this Court is of the view that learned Government Pleader for Home is to be directed to extend necessary protection for L.Pravallika and her new born child along with her two year old child – Ayaan Kasyap, to be provided with security for reaching their home. 18. 17. Further, taking note of the fact that on the Secretary, HCLSC, visiting the house of L.Pravallika and L.Venkata Chalapati Rao on 26.04.2025 having found their condition of living in fear and without any kind of security, this Court is of the view that the Secretary, HCLSC, who had earlier visited L.Pravallika and her husband L.Venkata Chalapati Rao at their house, situated at Padmavathi Pride, Plot No.418, Mathrusree Nagar, Hafeezpet, Miyapur, whose mobile number was given in the order dt.25.04.2025, is to be directed to make a visit once in fortnightly for a period of three months to enquire about their well-being on a Saturday after being discharged from the Gandhi Hospital, where they are presently admitted as in-patients. 19. Further, since, L.Pravallika and L.Venkata Chalapati Rao, apprehend threat from the petitioners herein as to their safety and security, it is also made clear that the mobile number of the Secretary, HCLSC, would be the one single point of contact for L.Pravallika and her husband to complain of any threat to them from the petitioners herein and in the event of any such concern being raised by L.Pravallika and her husband-L.Venkata Chalapati Rao, and on being informed by the Secretary, HCLSC, the concerned police authorities, including the officials of Woman Development and Child Welfare Department, shall take necessary action forthwith to ensure that there is no threat to their safety at the hands of the petitioners or any other person. 20. In the event of the authorities receiving any call from the Secretary, HCLSC, who has been nominated as single point contact for L.Pravallika and her husband - L.Venkata Chalapathi Rao to seek/inform in the event of any threat being pursued by them from the petitioners herein or the authorities themselves noticing threat or danger to the life of the above named persons, the authorities shall take action forthwith. 21. 21. The Department of Woman Development and Child Welfare is also directed to extend benefits of any scheme to Smt.L.Pravallika and her children as in vogue to address the issue of malnutrition like supplying ‘Balaamrutham’ by visiting her house. 22. Further, this Court is also of the view that in order to ensure their safety and security, the jurisdictional police authorities are directed to keep a ‘Point Book’ at the premises of L.Pravallika and L.Venkata Chalapathi Rao for a period of three months and the concerned officials attached to the police station shall visit the premises daily and sign therein to ensure safety and security of L.Pravallika along with L.Venkata Chalapathi Rao and their two children. 23. Subject to above direction, the Writ Petition is disposed of. No order as to costs. 24. Miscellaneous petitions, if any, pending in this writ petition shallstand closed.
